Saudi Vision 2030, PIF & the Giga-Project Delivery Ecosystem

Saudi Arabia’s transformation has created a delivery environment where programme governance, project controls, commercial management, procurement, digital delivery and operating readiness must work together at unprecedented scale.

PIF and the next phase of delivery

PIF’s 2026–2030 strategy places greater emphasis on sustained value creation, investment efficiency, private-sector participation and integration across domestic economic ecosystems. For delivery organisations, that increases the importance of governance, portfolio visibility, cost and schedule control, supplier capability and accountable execution.

NEOM, Qiddiya and Diriyah

PIF identifies giga-projects as a major mechanism for economic diversification, and its public portfolio includes projects such as NEOM and Qiddiya. Diriyah is another major Saudi development environment requiring integrated programme, engineering, commercial and operational capability.

These programmes create demand not only for design and construction, but for PMO/PMC, project controls, commercial management, procurement, digital systems, facilities planning and transition into operations.

What this means for specialist consultancies

Large programmes are commonly led by global multidisciplinary firms, but owners and delivery organisations also need specialist, independent support for assurance, controls, recovery, commercial integration, tendering, operating-model design and executive reporting. This is the space Crossfield is designed to address.
